We are seeking a seasoned Infrastructure Development Lead to drive large-scale civil projects from concept through commissioning in Singapore. This role blends strategic planning, technical excellence, and cross-functional leadership to deliver resilient, future-ready infrastructure that supports urban growth and community wellbeing.
As a pivotal member of our Solutions team, you will lead multi-disciplinary teams, manage stakeholder expectations, and ensure adherence to safety, quality, and regulatory standards. You will work closely with government agencies, clients, and vendors to translate strategic objectives into actionable plans, schedules, and budgets.
Responsibility
- Lead end-to-end delivery of infrastructure development projects (roads, utilities, drainage, and smart city programs) ensuring on-time, on-budget delivery.
- Develop and own project schedules, budgets, risk registers, and procurement plans.
- Coordinate with civil engineers, design consultants, constructors, and QA/QC teams; ensure compliance with local codes and standards.
- Apply BIM and CAD tools to optimize planning and constructability; implement digital twin for asset management.
- Manage stakeholder engagement with government agencies, clients, and communities; communicate progress clearly.
- Implement health, safety, and environmental requirements; drive sustainability initiatives (design for resilience, green procurement).
- Monitor performance metrics, conduct value engineering, and lead change management.
Qualification
- Bachelor's degree in Civil Engineering, Infrastructure, or related field; professional engineer license preferred.
- 8+ years of experience in infrastructure development projects; proven track record delivering complex programs.
- Strong leadership and cross-functional collaboration; ability to influence without authority.
- Expertise in project management methodologies (PMI, Prince2) and budgeting.
- Proficiency in BIM (Revit, Civil 3D) and CAD; advanced modeling and clash detection.
- Knowledge of Singapore building codes, safety standards, and environmental regulations; familiarity with LTA/JTC/PUB procurement is a plus.
- Excellent communication and stakeholder management; fluent in English; Mandarin a plus.
- Data-driven decision making; risk management; adaptability to fast-changing environments.
