The Provincial Government of Catanduanes invites applications for the position of Chief of Hospital I. This executive leadership role manages the Provincial General Hospital and drives public-health initiatives across the Bicol Region. The successful candidate will lead clinical services, administrative operations, and strategic programs designed to deliver safe, patient-centered care in a dynamic public health environment.
As Chief of Hospital I, you will shape healthcare delivery through strong governance, financial stewardship, and collaborative partnerships with local government units, the Regional Health Office, and community stakeholders. You will ensure compliance with Civil Service Commission standards, national policies, and hospital accreditation requirements while maintaining transparent reporting and accountable governance.
Key responsibilities include setting strategic direction, optimizing clinical performance, overseeing budget planning and procurement, and fostering a culture of continuous improvement. You will champion patient safety, infection control, quality assurance, and data-driven decision making. The role requires robust leadership in human resources management, including staff development, performance management, recruitment, and succession planning, as well as effective communication with patients, staff, and partners.
Ideal candidates bring substantial experience in senior healthcare administration within the public sector, a recognized clinical or public health background, and a demonstrated track record of delivering results in resource-constrained environments. A bachelor's degree in medicine, public health, or hospital administration is required, with advanced degree preferred. Knowledge of government budgeting, procurement rules, and civil service guidelines is highly desirable.

Responsibility
- Provide strategic leadership and overall management of the Provincial General Hospital to ensure safe, high-quality patient care.
- Develop and implement clinical governance, quality improvement, patient safety, infection control, and accreditation readiness.
- Oversee financial management, budgeting, procurement, and resource allocation to maximize service delivery within government constraints.
- Lead human resources management, workforce development, performance appraisal, and succession planning for hospital staff and medical personnel.
- Collaborate with regional health authorities, LGUs, and community partners to align services with public health priorities and community needs.
- Ensure compliance with Civil Service Commission standards and government policies, including reporting, transparency, and accountability.
- Promote data-driven decision making, information systems improvements, and effective communication with patients and staff.
Qualification
- Medical degree (MD/DO) or advanced degree in health administration, public health, or hospital management with relevant government eligibility.
- Minimum 8-10 years of progressive leadership experience in healthcare administration, preferably in public sector hospitals.
- Strong knowledge of Civil Service Commission guidelines, government budgeting, procurement, and compliance requirements.
- Proven track record in strategic planning, performance management, and operational excellence in resource-constrained settings.
- Excellent interpersonal, negotiation, and communication skills; ability to build consensus with diverse stakeholders.
- Experience in quality assurance, patient safety programs, and accreditation processes.
- Demonstrated commitment to ethics, transparency, and public service values; ability to lead a multidisciplinary team.
