Job description

GMP Group is seeking a results‑driven Manager, Cost and Contract Management to join our Construction Services team in Singapore. In this perm role, you will own the financial stewardship of complex construction projects from pre‑construction through close‑out, ensuring profitability and compliance across budgets, forecasts, and contract administration. You will collaborate with project managers, engineers, procurement specialists, and site teams to translate project scopes into accurate cost plans and actionable procurement strategies. You will lead change management processes, evaluate claims and variations, and optimize supplier performance to achieve best value while maintaining GMP’s standards for safety, quality, and sustainability. This role demands strong analytical thinking, meticulous attention to detail, and the ability to communicate financial information clearly to both technical and non‑technical stakeholders.

Your day‑to‑day responsibilities include maintaining detailed project budgets, monitoring cash flow, generating timely cost reports, and presenting financial status to senior leadership. You will establish and enforce cost‑control mechanisms, review and negotiate contracts, and manage risk through robust contingency planning and governance. You will drive cross‑functional collaboration with design, construction, and procurement teams to ensure timely purchase orders, accurate forecasting, and efficient change management. Responsibility

  • Lead cost estimation, budgeting, and rigorous cost control for mid‑ to large‑scale construction projects.
  • Develop, maintain, and monitor project budgets, forecasts, cash flow, and regular cost reports.
  • Administer contracts, change orders, claims, and supplier/vendor negotiations to protect project value.
  • Collaborate with engineering, procurement, and site teams to optimize value and ensure financial compliance.
  • Establish and oversee procurement strategies, bid evaluations, and supplier performance metrics.
  • Mitigate financial risk through robust contract terms, contingency planning, and periodic audits.
  • Prepare management dashboards and reports; present financial status and forecasts to stakeholders.
  • Ensure adherence to GMP Group policies, local regulations, and industry standards.

Qualification

  • Bachelor’s degree in Construction Management, Quantity Surveying, Finance, or related field.
  • 5+ years of cost management and contract administration experience in construction.
  • Strong knowledge of cost estimation, budgeting, contract law, change management, and procurement.
  • Proficiency with cost‑control software and ERP systems (e.g., SAP, Oracle) and advanced MS Excel.
  • Excellent analytical, negotiation, and communication skills; ability to work cross‑functionally.
  • Proven track record delivering projects on time and within budget.
  • Professional certifications such as RICS, CIC, or PMP are a plus.
