St. Andrew's Community Hospital invites a strategic, results-driven leader to join as the Manager of the Healthcare Performance & Innovation Office (HPIO). This role is foundational to advancing a culture of continuous improvement, high-quality care, and innovative solutions across the hospital. You will partner with clinical teams, operations, informatics, and senior leadership to translate data into actionable programs that enhance patient outcomes, safety, and experience in Singapore's East Region.
As the Manager of HPIO, you will shape and oversee performance-improvement initiatives using data analytics, Lean and Six Sigma methodologies, and digital health innovations. You will develop comprehensive roadmaps, KPIs, and dashboards that enable data-driven decision-making at the executive level. You will champion cross-functional collaboration, mentor a high-performing team, and build organizational capability in process improvement and innovation. In addition, you will ensure regulatory compliance, support accreditation readiness, manage budgets and partnerships, and drive scalable improvements that deliver measurable results in clinical care and operational efficiency.

Responsibility
- Lead and oversee the Healthcare Performance & Innovation Office (HPIO), aligning improvement initiatives with hospital strategy and national quality targets.
- Drive end-to-end performance-improvement projects across departments using data analytics and Lean/Six Sigma methodologies; monitor and report outcomes.
- Develop, monitor, and present KPIs, dashboards, and management reports to executive leadership and the board.
- Lead innovation initiatives including digital health tools, care pathway redesign, patient flow optimization, and automation.
- Manage cross-functional teams; coach and develop staff; build hospital-wide capability in performance improvement and innovation.
- Partner with clinical and operational stakeholders to implement evidence-based interventions and monitor patient outcomes, safety, and satisfaction.
- Ensure regulatory compliance and quality assurance; coordinate accreditation readiness and risk management; optimize resources and budgeting.
Qualification
- Bachelor's degree in healthcare administration, public health, nursing, or equivalent; master's degree preferred.
- Minimum 7 years of progressive experience in healthcare performance improvement, operations, or quality management.
- Proven track record leading large-scale improvement projects and cross-functional teams.
- Strong data analytics and visualization skills (Power BI, Tableau, Excel) with the ability to translate data into actionable strategies.
- Expertise in Lean Six Sigma, process improvement, and change management.
- Excellent communication, stakeholder management, and leadership abilities; ability to influence at all levels of the organization.
- Knowledge of Singapore's healthcare regulatory environment and accreditation processes (MOH, JCI) is advantageous.
