Tan Tock Seng Hospital is seeking a highly skilled and strategically focused Manager or Senior Manager to lead Clinical Service Planning and Hospital Operations. This pivotal CONTRACT role is designed for a senior healthcare leader who can shape care delivery, optimize patient flow, and drive operational excellence across the hospital. You will work closely with clinical leaders, nursing leadership, and support services to translate clinical needs into scalable operational solutions that improve patient outcomes and staff satisfaction.
In this role, you will be responsible for developing and implementing clinical service models, capacity and bed management strategies, discharge planning processes, and performance analytics. You will champion data-driven decision making, oversee program and project management, and ensure adherence to quality, safety, and regulatory standards. Your leadership will influence hospital-wide planning, service line development, and the efficient allocation of resources during both routine and surge conditions.

Responsibility
- Lead and oversee clinical service planning and hospital operations to optimize patient flow and resource utilization.
- Partner with clinical and nursing leaders to design and implement scalable service models and patient-centered pathways.
- Manage capacity planning, bed management, discharge planning, and cross-department coordination across the hospital.
- Drive performance improvements using data analytics, dashboards, and KPIs; monitor quality and safety metrics.
- Develop and execute strategic initiatives aligned with hospital priorities and regulatory requirements.
- Lead change management, stakeholder engagement, and communication across diverse teams and departments.
- Coordinate with finance and procurement on budgeting, cost control, and operating efficiency.
- Mentor and develop a high-performing operations team; foster a culture of continuous improvement.
Qualification
- Bachelor’s degree in Healthcare Administration, Medicine, Nursing, Public Health, or a related field; Master’s degree preferred.
- Minimum 5+ years of experience in healthcare operations, clinical service planning, or hospital administration; senior leadership experience preferred.
- Proven track record in process improvement, project management, and change initiatives.
- Strong data analytics and decision-making skills; proficiency with healthcare information systems.
- Excellent leadership, communication, and stakeholder management abilities.
- Knowledge of regulatory requirements, accreditation standards, and patient safety initiatives.
- Ability to translate clinical requirements into practical operational solutions; patient-centered mindset.
- Eligibility for relevant Singapore healthcare credentials or registration where applicable.
