Tan Tock Seng Hospital is seeking a seasoned professional to join our Planning & Governance team as a Senior Assistant Manager / Manager. In this pivotal role, you will lead strategic planning, governance frameworks, and performance oversight to ensure the hospital delivers safe, patient-centered care while meeting regulatory requirements and organizational objectives.
As a key partner to executive leadership, you will design and implement robust planning processes, develop KPI dashboards, and drive data-driven decision making across clinical and non-clinical departments. You will coordinate cross-functional initiatives, manage risk and change control, and provide governance for major programs, capital projects, service line development, and policy updates.

Responsibility
- Lead planning, governance, and performance oversight for hospital-wide initiatives to ensure alignment with strategic objectives and patient safety standards.
- Develop and monitor enterprise dashboards, KPIs, and management reporting for executive and board-level stakeholders.
- Oversee project governance, risk management, and change-control processes for major initiatives, capital projects, and service enhancements.
- Coordinate with clinical and non-clinical departments to optimize workflows, capacity planning, and resource allocation to improve patient flow and outcomes.
- Prepare decision-ready materials for committees and leadership, including policy updates, business cases, and benefit realization plans.
- Drive policy development, standard operating procedures, and regulatory compliance in line with MOH guidelines and hospital standards.
- Collaborate with Finance and Operations to develop budgets, monitor expenditures, and implement cost-control measures.
- Mentor and develop junior staff, foster cross-functional collaboration, and build high-performing teams across the organization.
Qualification
- Bachelor’s degree in Healthcare Administration, Public Health, Business Administration, or a related field; Master’s degree preferred.
- Minimum 7+ years of relevant experience in planning, governance, program management, or equivalent, with at least 3 years in a supervisory or managerial role.
- Strong knowledge of healthcare governance, regulatory requirements (MOH), risk management, and compliance frameworks.
- Proven ability to lead cross-functional initiatives, influence stakeholders, and communicate complex information clearly at all levels.
- Proficiency in project management methodologies (e.g., PMBOK, PRINCE2) and data analytics tools (Power BI, Tableau, Excel).
- Experience with budget development, financial forecasting, and cost-control strategies within a hospital or healthcare setting.
- Excellent written and verbal communication, presentation, and interpersonal skills; fluency in English required.
