Tan Tock Seng Hospital, a leading public healthcare institution in Singapore, is seeking a Senior Assistant Manager / Manager (Strategic Planning & Resource Management). In this role, you will partner with clinical and non-clinical leaders to shape long-term capacity planning, workforce optimization, and financial stewardship that support patient care across the hospital. You will translate strategic objectives into actionable plans, allocate resources effectively, and ensure alignment with budgets, governance requirements, and performance metrics.
You will lead cross-functional initiatives, develop data-driven insights, and drive process improvements that enhance throughput, patient safety, and service experience. As a member of the Strategy & Performance team, you will manage project portfolios, monitor milestones, risks, and outcomes, and present clear, compelling updates to senior management and the Board as required.

Responsibility
- Lead strategic planning and resource management across hospital departments to ensure optimal service delivery and patient care.
- Develop and monitor multi-year capacity and workforce plans aligned with clinical demand and budget constraints.
- Collaborate with clinical, nursing, and financial leaders to translate strategy into actionable plans with clear KPIs.
- Drive performance improvement projects, standardize processes, reduce waste, and optimize resource utilization.
- Prepare governance reports, business cases, scenario analyses, and management dashboards for senior leadership.
- Manage project portfolios, track milestones, risks, budgets, and benefits realization.
- Mentor and coach cross-functional teams, fostering a data-driven culture and continuous improvement.
Qualification
- Bachelor's degree in Healthcare Administration, Business, Finance, or a related field; Master's degree preferred.
- Minimum 5-7 years of experience in strategic planning, resource management, or healthcare operations.
- Proven ability to lead complex initiatives, manage budgets, and optimize capacity and staffing.
- Strong analytical skills with proficiency in Excel, data visualization, and basic SQL/BI tools.
- Excellent communication, stakeholder management, and leadership capabilities.
- Project management experience and certifications (e.g., PMP, Prince2) are a plus.
- Ability to thrive in a fast-paced hospital environment and deliver results under pressure.
- Knowledge of Singapore healthcare policy, governance, and compliance frameworks is advantageous.
