ROC Communications is seeking a Senior Project Manager for Fibre Deployment to lead live fibre projects in Kuala Lumpur and support ROC Australia’s expansion into Malaysia. This role sets the standard for safe, high-quality telco delivery and requires strong leadership across multidisciplinary teams.
As the Senior Project Manager, you will own end-to-end project delivery, ensuring on-time, on-budget execution while maintaining the highest safety and quality standards. You will collaborate with internal stakeholders, suppliers, and regulatory bodies to drive seamless fibre deployment from planning through commissioning and handover.

Responsibility
- Lead end-to-end fibre deployment projects in Kuala Lumpur, ensuring scope, schedule, budget, and quality targets are met.
- Develop detailed project plans, resource plans, and milestone schedules; monitor progress and implement corrective actions.
- Coordinate cross-functional teams including engineering, construction, procurement, safety, and regulatory compliance to deliver high-quality installations.
- Manage vendor and contractor relationships, negotiate contracts, and oversee sub-contractor performance.
- Oversee safety programs and quality assurance to achieve zero-harm and compliant project delivery.
- Establish governance, risk management, and change control around all active projects; provide weekly progress reporting to stakeholders.
- Engage with ROC Australia and local regulators to ensure adherence to Malaysia telecom standards and permitting requirements.
- Conduct post-project reviews, document as-built information, and ensure smooth handover to operations.
Qualification
- Bachelor's degree in Engineering, Telecommunications, or a related field; a master’s degree is a plus.
- Minimum 7 years of project management experience in fibre deployment or telecom infrastructure.
- PMI PMP or PRINCE2 certification preferred; strong knowledge of MS Project or Primavera P6.
- Proven leadership and cross-functional team management skills; excellent stakeholder communication.
- Strong vendor management and contract negotiation experience; ability to manage budgets and resources effectively.
- Knowledge of Malaysian telecom regulations, safety standards, and construction practices; willingness to travel as needed.
- Fluent English; Malay language skills a plus; ability to work in a fast-paced, international environment.
