Private Advertiser is seeking an experienced Administrative Officer IV (Budget Officer II) to join our finance and administration team in the Bicol Region. This role centers on effective budgeting, expenditure monitoring, and financial stewardship to support organizational goals and ensure fiscal discipline across departments. You will contribute to planning, budgeting, and reporting processes that drive informed decision-making in a fast-paced private sector environment.
As the Budget Officer II, you will oversee the end-to-end budget lifecycle — from planning and consolidation to monitoring, analysis, and reporting. The ideal candidate combines strong technical skills with collaborative communication, high attention to detail, and a commitment to ethical accounting practices. You will work closely with department heads to translate strategic priorities into accurate, actionable budgets.
Key responsibilities include developing budget guidelines and internal controls, preparing monthly and quarterly financial reports, and conducting variance analyses to identify risks and opportunities. You will also oversee procurement requests, monitor expenditures, and ensure compliance with regulatory requirements and internal policies. Your role includes supporting audits and maintaining thorough documentation to sustain transparency and accountability.

Responsibility
- Oversee the preparation, consolidation, and monitoring of the annual budget in alignment with organizational goals.
- Develop and implement budget policies, guidelines, and internal controls to ensure prudent spending and compliance with approved budgets.
- Prepare periodic financial reports (monthly, quarterly, and annual) including variance analysis and management dashboards.
- Coordinate with department heads to collect data, review requests, and ensure accuracy and timeliness of budget submissions.
- Review and approve procurement requests to optimize costs and maintain adherence to internal control standards.
- Ensure compliance with statutory requirements and regulatory guidelines; liaise with external bodies as required.
- Support audit processes, respond to inquiries, and maintain organized documentation for internal and external audits.
- Monitor expenditures, track performance against budget, and recommend corrective actions as needed.
Qualification
- Bachelor's degree in Accounting, Finance, Public Administration, Economics, or a related field.
- Minimum 3-5 years of experience in budget preparation, expenditure monitoring, and financial reporting; government or public sector experience preferred.
- Strong analytical and numerical skills with proficiency in MS Office; experience with financial software is a plus.
- Solid understanding of budgeting principles, cost control, and internal control environments.
- Excellent communication, coordination, and stakeholder management abilities; detail-oriented and highly organized.
- Ethical, with high integrity and ability to handle confidential information; able to work under pressure and meet deadlines.
- Knowledge of government budgeting or regulatory requirements is a plus.
- Willingness to work in or relocate to the Bicol Region; ability to travel as needed.
