Our well-established client, Captar Partners, is seeking an experienced HR leader to assume responsibility for human resources in the Central Region. The HR Manager will partner with senior leadership to shape and execute a forward-looking people strategy, drive a superior employee experience, and build a high-performing team that can scale with the business. In this role you will lead end-to-end HR operations, including talent management, mobility and succession planning, learning and development, rewards and payroll, and employee relations. You will implement local workforce planning, oversee recruitment and onboarding for the Central Region, and ensure compliance with Singapore labor laws and regulatory requirements. You will leverage data-driven insights from HRIS and analytics to forecast demand, monitor engagement, and report on key HR metrics. The ideal candidate will be a strategic generalist with a hands-on mindset, capable of influencing stakeholders at all levels and managing sensitive conversations with integrity.

Responsibility
- Lead end-to-end HR operations for the Central Region, ensuring compliance with local labor laws and company policies.
- Develop and implement regional HR strategies, including workforce planning, talent management, and succession planning.
- Oversee full-cycle recruitment and partner with business leaders to attract top talent.
- Manage employee relations, performance management, disciplinary processes, and grievance resolution.
- Oversee compensation and benefits programs, salary reviews, and payroll coordination.
- Drive learning and development, leadership coaching, and performance improvement initiatives.
- Collaborate with cross-functional teams on change initiatives and culture-building efforts.
- Utilize HR analytics and HRIS data to inform decisions and report on key HR metrics.
Qualification
- Bachelor’s degree in Human Resources, Business Administration, or a related field; professional HR certification (SHRM, SPHR, PHR) preferred.
- Minimum 5 years of HR experience with at least 2-3 years in a managerial/leadership role.
- Strong knowledge of Singapore employment laws and regulatory requirements.
- Proven track record in talent management, recruitment, payroll, compensation and benefits, and HR operations.
- Exceptional communication, negotiation, and stakeholder-management skills.
- Proficiency with HRIS systems and data analytics; advanced Excel skills.
- Ability to lead change management and foster a positive, inclusive workplace culture.
- Fluency in English; additional languages are a plus.
