Take a pivotal role as the Manager, Tengah General and Community Hospital (Administration and Ancillary) at National University Health System (NUHS). You will shape and lead a comprehensive human resources strategy for a growing hospital campus, spanning administration, facilities, and allied services. This leadership position drives workforce planning, talent development, and service delivery excellence, directly influencing patient care and staff engagement.
NUHS is building Tengah's healthcare hub of the future, delivering patient-centered care in a modern, integrated campus. As a senior HR leader, you will partner with clinical and non-clinical leaders to recruit top talent, design scalable policies, and optimize operations. You will also oversee compensation governance, employee relations, safety, and regulatory compliance to ensure a compliant, cost-effective, and inclusive workplace.

Responsibility
- Lead and oversee all HR operations for Tengah General and Community Hospital, including recruitment, onboarding, performance management, and employee relations for admin and ancillary staff.
- Develop and implement workforce plans aligned with hospital expansion, service lines, and regulatory requirements.
- Drive talent management, leadership development, succession planning, and training programs to support clinical and non-clinical teams.
- Manage HR budgets, payroll support, benefits administration, and vendor relationships while ensuring cost-effectiveness and compliance.
- Lead policy development and compliance across enterprise-wide HR processes, including industrial relations and health and safety standards.
- Partner with facility management, clinical leadership, and operations to optimize workforce deployment and scheduling across shift-based operations.
- Champion employee engagement, culture transformation, and performance improvement initiatives to improve patient care outcomes.
- Ensure data-driven reporting and analytics for workforce metrics, turnover, and productivity; support continuous quality improvement.
Qualification
- Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or a related field; master’s preferred.
- Minimum 8-12 years of progressive HR leadership experience, preferably in healthcare or large-scale public sector organizations.
- Strong knowledge of Singapore Employment Act, healthcare regulations, and HR compliance; experience with labor relations is a plus.
- Proven track record in talent management, change management, and leadership development; experience in hospital or health system settings.
- Excellent stakeholder management, communication, and negotiation skills; ability to influence at senior levels.
- Experience with HR systems, payroll, budgeting, and analytics; proficiency with HRIS platforms.
