Job description

Join BGC Group as a Procurement Manager on a 12-month contract in Singapore. In this pivotal role, you will lead procurement activities for environmental research initiatives, ensuring ethical sourcing, timely delivery, and responsible spend. You will partner with researchers, policy teams, and external vendors to design and execute sourcing strategies that meet program goals while sustaining budget discipline.

Your responsibilities include end-to-end procurement management for high impact studies, from gathering requirements and issuing RFx documents to evaluating bids and negotiating favorable terms. You will build and maintain supplier relationships, monitor performance against SLAs, and implement risk controls to minimize supply disruption. Using data analytics, you will track spend, forecast needs, and provide insights that inform policy development and research outcomes. You will champion sustainable sourcing practices, compliance with regulatory standards, and governance across procurement activities.

We are seeking a proactive, analytical, and collaborative professional who thrives in a fast paced environment. If you have a proven record of driving cost savings, delivering under tight timelines, and communicating effectively with multidisciplinary teams, this is the opportunity for you.

As a 12 month contract role, you will report to the Head of Procurement and work closely with project leads across the environmental research portfolio. There is potential for extension based on performance and organizational need. This role offers exposure to high profile research programs and the chance to influence policy through strategic sourcing.

Responsibility

  • Lead end-to-end procurement for environmental research projects, from requirement definition to contract closure and supplier onboarding.
  • Develop, issue, and manage RFx documents (RFQ, RFP, RFI), evaluate bids, and select suppliers based on total value and risk.
  • Negotiate terms, prices, service levels, and contract amendments with key vendors to secure favorable outcomes.
  • Manage supplier performance, track SLAs, delivery schedules, quality, and vendor risk mitigation plans.
  • Collaborate with researchers, compliance, and finance to align procurement activities with budgets and regulatory requirements.
  • Monitor procurement KPIs, identify cost-saving opportunities, and produce spend analytics for leadership review.
  • Champion sustainable sourcing, supplier diversity, and governance while ensuring compliance with internal policies and external regulations.
  • Drive process improvements and implement best practices to streamline procurement operations for fast-paced research programs.

Qualification

  • Bachelor's degree in Supply Chain, Procurement, Business Administration, or a related field; professional certification (CIPS, CPSM) preferred.
  • Minimum 5 years of procurement or sourcing experience; prior exposure to environmental projects or government-funded research is a plus.
  • Strong negotiation, contract management, and vendor relationship skills with a track record of achieving savings.
  • Proficiency with ERP systems (e.g., SAP, Oracle) and data analytics tools; ability to analyze spend data and generate actionable insights.
  • Excellent stakeholder management and communication skills; able to work effectively with multidisciplinary teams including researchers, finance, and compliance.
  • Familiarity with environmental sustainability standards and relevant regulatory requirements.
  • Ability to handle confidential information and ensure compliance with procurement policies and governance.
  • Self-starter with strong time management and the ability to perform under tight deadlines.
