Tan Tock Seng Hospital is seeking an energetic Assistant Manager to join the CHI Learning & Organizational Development team. This role is a key driver of capability building across the hospital, transforming learning programs into measurable outcomes. You will work with clinicians, operational leaders, and HR colleagues to design, deliver, and evaluate initiatives that uplift leadership, technical competencies, and organizational effectiveness.
As part of the CHI Learning & Organizational Development unit, you will lead strategic learning projects aligned with the hospital's mission to deliver high-quality patient care. You will apply adult learning principles, leverage modern instructional design, and utilize analytics to track progress and ROI. Responsibility
- Lead and partner in the design, delivery, and evaluation of CHI Learning & Organizational Development programs across the hospital.
- Conduct learning needs analyses, develop curricula, and implement leadership development, clinical education, and organizational capability initiatives.
- Manage program budgets, vendor relationships, and project timelines while ensuring compliance with accreditation and regulatory requirements.
- Facilitate workshops, coaching sessions, and blended learning experiences using modern instructional design principles.
- Measure training effectiveness through data-driven metrics and ROI, and translate insights into actionable improvements.
- Collaborate with HR, department heads, and clinical leaders to align learning strategies with strategic hospital goals.
- Support change management efforts and cultivate a culture of continuous learning and performance excellence.
Qualification
- Bachelor's degree in Human Resources, Organizational Development, Education, or a related field; a master's degree is preferred.
- 3-5 years of experience in learning and development, organizational development, or related roles; healthcare or public sector experience preferred.
- Strong facilitation, coaching, and communication skills with the ability to engage diverse audiences.
- Experience with instructional design, e-learning, blended learning, and measurement of learning outcomes.
- Project management skills, with ability to manage budgets, timelines, and cross-functional stakeholders.
- Analytical mindset with proficiency in data analysis, metrics, and reporting on learning impact.
- Knowledge of the Singapore healthcare environment and regulatory requirements is a plus.
