As an Engineer IV, you will oversee complex design and construction initiatives from planning through completion, ensuring value for money, timeliness, and community impact. You will work with multidisciplinary teams, contractors, and municipal partners to translate policy into practical infrastructure that improves everyday life for residents of the Bicol Region. Responsibility
- Lead planning, design, and execution of provincial infrastructure and public works projects, ensuring compliance with relevant codes, standards, and PSC guidelines.
- Supervise engineering staff and external consultants, assign tasks, review work quality, and ensure timely delivery.
- Conduct feasibility studies, risk assessments, value engineering, and cost-benefit analyses to optimize project scope and budget.
- Prepare and review design plans, technical specifications, quantities, and cost estimates for civil infrastructure.
- Monitor project performance against schedules, budgets, and quality metrics; implement corrective actions as needed.
- Ensure construction safety, environmental protection, and sustainable practices throughout project lifecycles.
- Coordinate with Local Government Units, agencies, and stakeholders to secure permits, approvals, and community buy-in.
- Audit contractor performance and manage procurement processes, contract administration, and vendor relationships.
Qualification
- Bachelor s degree in Civil, Mechanical, or Electrical Engineering from an accredited institution; licensed Professional Engineer PE in the Philippines.
- Minimum of five years of professional engineering experience in public works or related fields; supervisory experience preferred.
- Strong knowledge of local and national building codes, environmental regulations, and public procurement processes.
- Proficiency in design and project management software such as AutoCAD, Civil 3D, MS Project, and Microsoft Office.
- Excellent communication, negotiation, and stakeholder engagement skills; ability to coordinate with government units, contractors, and communities.
- Analytical, problem-solving, and decision-making capabilities with a commitment to quality and safety.
- Willingness to work across the Bicol Region and travel as required for project oversight.
