StarHub is seeking an experienced Engineer - Mobile Core Planning to join our network planning team in Singapore. In this role, you will lead capacity planning and dimensioning for our 4G and 5G core networks, closely integrating with IP backhaul and cloud infrastructure to deliver scalable, reliable services for millions of mobile subscribers.
You will translate traffic growth into actionable capacity models, optimize core network resources, and partner with engineering, deployment, and operations teams to design and execute capacity upgrades, migrations, and optimization projects. The position emphasizes hands-on analysis, practical problem solving, and strong communication with stakeholders across the organization.
Key focus areas include 4G/5G core architecture, cloud-native and virtualized deployments, performance analytics, QoS, and end-to-end service experience. You will contribute to capacity governance, develop predictive dashboards, and ensure designs meet reliability, cost, and time-to-market objectives in a multi-cloud environment.
Responsibility
- Lead capacity planning and dimensioning of StarHub’s Mobile Core Network (4G/5G), including AMF/SMF/UPF and PGW/SGW elements, with awareness of IP backhaul and cloud integration.
- Develop and maintain capacity models, traffic forecasts, and performance dashboards to inform CAPEX and OPEX decisions.
- Collaborate with Core Network, Transport, Cloud, and OSS/BSS teams to plan upgrades, migrations, and new feature deployments.
- Analyze peak usage patterns, QoS requirements, and service level commitments to optimize resource allocation and ensure consistent user experience.
- Evaluate new 3GPP features and architectures for scalability, efficiency, and cloud-native deployment; drive trials and implementations where appropriate.
- Manage vendor relationships, oversee readiness for upgrades, and coordinate cutovers, testing, and acceptance with cross-functional teams.
- Prepare technical documentation, runbooks, capacity governance policies, and reports for management and stakeholders.
- Ensure network resilience, disaster recovery planning, and compliance with security and regulatory requirements in the core network domain.
Qualification
- Bachelor’s degree in Electrical Engineering, Telecommunications, Computer Science, or a related field; 5+ years of experience in mobile core planning and capacity management.
- Strong understanding of 4G LTE core (GGSN/PGW, SGW) and 5G core (AMF/SMF/UPF) architectures and signaling protocols.
- Experience with cloud-native and virtualized networks, NFV, virtualization, and orchestration (e.g., Kubernetes, OpenStack) in telecom environments.
- Proficiency in data analytics and modeling tools; programming/scripting skills in Python, SQL, or similar languages; ability to translate data into actionable insights.
- Familiarity with IP/MPLS networking, QoS, transport, and network performance monitoring; ability to design for reliability and cost efficiency.
- Strong communication, collaboration, and stakeholder management; ability to work across cross-functional teams and manage competing priorities.
- Professional certifications in networking or core network technologies (e.g., CCNA/CCNP, Nokia Ericsson core certifications) are a plus.
- Proactive problem-solver with attention to detail and a customer-centric mindset; willingness to learn and adapt in a fast-paced telecom environment.
