As the Facilities Engineering Manager, you will lead a multidisciplinary team to ensure uptime of utilities, HVAC, plumbing, electrical distribution, and building management systems. You will collaborate with QA, EH&S, and operations to maintain GMP compliance, cleanroom standards, and local regulations. You will own maintenance strategies, preventive maintenance programs, and asset lifecycle management while driving continuous improvement initiatives to optimize energy efficiency and reliability.

Key responsibilities include planning and supervising maintenance activities, leading major capital projects, managing contractor performance, and ensuring emergency response readiness. You will develop budgets, track KPIs, and report to site leadership on facility health, risk mitigation, and compliance metrics.

The ideal candidate combines strong technical acumen with hands-on leadership and a customer-focused mindset. You should have a background in facilities engineering within regulated environments, knowledge of HVAC, electrical systems, cleanroom utilities, and safety management. A degree in Mechanical or Electrical Engineering or a related field, plus professional certifications, will support your success.

Responsibility

  • Lead and manage the facilities engineering team and external contractors to ensure safe, compliant, and reliable site operations.
  • Develop and implement preventive maintenance and asset lifecycle programs for utilities, mechanical, electrical, and building management systems.
  • Plan, budget, and execute capital projects from scoping to commissioning, ensuring on-time delivery within approved budgets.
  • Collaborate with QA, EH&S, and operations to maintain GMP compliance, quality systems, and regulatory readiness.
  • Drive energy efficiency, utility optimization, and sustainability initiatives to reduce operating costs and environmental impact.
  • Oversee planned and unplanned maintenance, reliability improvement initiatives, and root cause analysis of equipment failures.
  • Manage vendor, contractor performance, safety oversight, and procurement activities for facilities-related services and equipment.
  • Lead emergency response planning, business continuity, and incident investigations for facilities incidents.

Qualification

  • Bachelor's degree in Mechanical or Electrical Engineering or a related field; advanced degree is a plus.
  • 7+ years of facilities engineering experience in regulated environments such as pharma, biotech, or life sciences in Singapore.
  • Strong knowledge of HVAC, electrical distribution, plumbing, building automation, and cleanroom utilities.
  • Experience with GMP/ISO compliance, inspection readiness, incident investigation, and corrective action programs.
  • Proven project management skills with a track record of delivering capital projects on time and within budget.
  • Leadership experience with the ability to mentor teams and coordinate cross-functional collaboration.
  • Excellent communication, stakeholder management, and vendor relationship skills.
