Turner & Townsend is seeking an experienced HSE Manager to lead health, safety and environmental programs for our high-profile Data Center operations in Johor Bahru, Malaysia. You will partner with project teams, facilities, and vendors to create a safe, compliant, and sustainable operating environment.
In this role you will develop and implement HSE strategy, lead risk assessments, conduct incident investigations, manage permits to work, oversee contractor safety, and drive continuous improvement aligned with ISO 45001 and local regulations. You will coach site teams, deliver training, perform audits and inspections, monitor HSE metrics, and report performance to senior management. You will ensure readiness for external audits, coordinate emergency response planning, and manage change controls for new build and retrofit activities within data center facilities.
Location: Johor Bahru, Malaysia; you will collaborate with regional HSE teams, ensure alignment with Turner & Townsend's Global HSE standards, and contribute to a strong safety culture that supports uninterrupted data center operations and uptime. Responsibility
- Lead and implement HSE management systems for Data Center operations, ensuring compliance with Malaysian OSHA and ISO 45001.
- Develop and maintain risk registers, conduct regular site inspections and risk assessments, and drive corrective actions.
- Lead incident investigations, perform root cause analysis, and implement corrective and preventive actions; report to senior management.
- Oversee Permit to Work system and contractor safety management to ensure safe execution of maintenance and projects.
- Coordinate emergency response planning and drills; maintain emergency response readiness and incident communications.
- Deliver HSE training and awareness programs; mentor site safety officers and frontline staff; promote a proactive safety culture.
- Monitor and report HSE metrics; prepare monthly dashboards; support external audits and certifications.
- Collaborate with facilities, data center operations, and vendors to integrate safety into project design and operations.
Qualification
- Bachelor’s degree in Engineering, Occupational Health & Safety, Environmental Science or a related field.
- Professional HSE certification (e.g., NEBOSH, IOSH, or OSHA) with ISO 45001 lead auditor training is a plus.
- Minimum 5-7 years of HSE experience, preferably in data centers, critical facilities, or construction management.
- Strong knowledge of Malaysian OSH Act and local regulations; practical experience applying them on site.
- Demonstrated ability to lead investigations, analyze data, and implement corrective actions; excellent reporting and communication skills.
- Willingness to travel to site locations and coordinate across multiple teams in a 24/7 data center environment.
