This role requires strategic thinking, hands on leadership, and a deep technical understanding of civil, architectural and permanent way systems. You will shape engineering standards, drive multi disciplinary projects, and ensure safe, reliable operations for daily commuters and visitors across our network.

As a senior member of the engineering leadership team, you will collaborate with cross functional teams including track, signaling, rolling stock, maintenance, safety and asset management. Your decisions will influence asset lifecycle planning, maintenance strategies and risk management, while ensuring compliance with local regulations and SMRT policies. You will mentor engineers, manage budgets and schedules, and represent SMRT in meetings with regulators, consultants and vendors.

Key Responsibilities

  • Lead and oversee civil, architecture and PWAY engineering projects across the SMRT rail network, ensuring safety, reliability and on time delivery.
  • Develop and implement engineering standards, design review processes and robust handover from design to construction to ensure quality outcomes.
  • Manage multi disciplinary project teams, budgets and schedules; coordinate with contractors, consultants and internal stakeholders to meet milestones.
  • Drive asset integrity and maintenance planning for civil and track assets, including preventive maintenance, interventions and renewal strategies.
  • Ensure compliance with safety, quality and regulatory requirements; champion QA QC programs and thorough documentation.
  • Lead project risk management, cost control, procurement oversight and value engineering initiatives.
  • Mentor, coach and develop engineers; review designs, provide technical guidance and oversee permit and approvals processes.
  • Collaborate with regulatory bodies, asset owners and operations teams to align on standards, roadmaps and investment decisions.

Qualifications and Experience

  • Bachelor degree in Civil Engineering or related field; master's degree preferred; professional licensure (PE, PEng, or equivalent) is a plus.
  • Minimum 10 years of experience in civil, architecture and PWAY rail or heavy infrastructure with demonstrated leadership of multi disciplinary teams.
  • Proven track record delivering complex railway projects on time and within budget with strong change management skills.
  • Strong knowledge of railway civil design, track geometry and PWAY systems; familiarity with Singapore rail standards and regulations.
  • Experience with QA/QC, safety management systems and regulatory compliance; experience in risk assessment and asset management.
  • Proficiency in project management tools (MS Project, Primavera P6) and design software (AutoCAD, Civil 3D, BIM).
  • Excellent communication, negotiation and stakeholder management skills; ability to influence at all levels including regulators and vendors.
  • Mentoring and people development capability; proven track record of building high performing engineering teams.
