Responsibility
- Lead end‑to‑end infrastructure development programs from concept through delivery, ensuring safety, quality, budget, and schedule targets.
- Develop and review technical designs, specifications, and drawings using BIM (Revit) and GIS tools.
- Manage cross‑functional teams including civil, electrical, survey, environmental, and procurement to achieve program milestones.
- Coordinate with federal, state, and local agencies; secure permits and ensure regulatory compliance (NEPA/CEQA where applicable).
- Perform risk assessments, cost estimation, value engineering, and lifecycle cost analyses to optimize project outcomes.
- Establish and monitor program governance, change control, and performance metrics; provide transparent reporting to executives and stakeholders.
- Foster strong stakeholder relationships, manage communications, and lead procurement strategies and contract administration.
Qualification
- Bachelor’s degree in Civil Engineering, Structural Engineering, or related field; Master’s preferred.
- 7+ years of infrastructure development, program management, or construction experience.
- Professional Engineer (PE) license is preferred; active licensure a plus.
- Proficiency with BIM (Revit), GIS (ArcGIS), AutoCAD; experience with civil design standards and modeling.
- Strong knowledge of permitting processes and regulatory frameworks (NEPA/CEQA a plus).
- Excellent leadership, communication, and stakeholder management skills.
- Proven experience with scheduling tools (MS Project, Primavera P6) and cost management systems.
- Data‑driven decision making, risk management, and value engineering capabilities.
