We are seeking a Senior Infrastructure Development Lead to drive program planning, design, and delivery with a focus on sustainability, safety, and value creation.
In this role you will collaborate with cross-functional teams, government partners, and international consultants to translate strategic objectives into executable initiatives, ensuring on-time, on-budget delivery and adherence to quality standards.
Responsibility
- Lead end-to-end infrastructure development programs from concept to handover, ensuring alignment with strategic targets and stakeholder expectations.
- Develop and manage program plans, budgets, risk registers, and schedule baselines; monitor progress and drive corrective actions.
- Coordinate with engineering, procurement, and construction teams to optimize design, constructability, and sustainability.
- Implement governance frameworks, regulatory compliance, and safety management across projects.
- Engage with government agencies, clients, and communities to secure approvals and address concerns.
- Lead risk assessments, value engineering, and lifecycle cost analysis to maximize ROI and long-term performance.
- Mentor multidisciplinary teams, foster collaboration, and attract top-tier talent through strategic sourcing.
- Leverage digital twins, BIM, and data analytics to improve design accuracy and construction efficiency.
Qualification
- Bachelor's degree in civil engineering, urban planning, or related field; master's degree preferred
- 8-12 years of infrastructure development experience across transportation, water, or utilities sectors
- Proven track record delivering complex multi-stakeholder programs on time and within budget
- Strong knowledge of project management methodologies (PMI, PRINCE2, or equivalent) and contract administration
- Experience with BIM, digital twins, GIS, and data-driven decision making
- Excellent communication, leadership, and collaboration skills; fluent in English
- Ability to navigate regulatory environments and obtain permits efficiently
- Professional accolades or certifications in infrastructure sectors are a plus
