Job description
JTE Recruit is seeking a Senior Quantity Surveyor (Contractor) to join its team in the East Region of Singapore. This is a demanding, client-facing role suited to an experienced QS who can drive cost management, contract administration, and value engineering across complex construction projects. The position offers up to SGD 5,000 per month, a 5.5-day work week, transport allowance, and AWS (annual wage supplement).
As the Senior QS, you will lead cost planning and control, prepare budgets and cash flows, measure and value works, and manage variances. You will oversee subcontractor payments, issue progress valuations, and ensure contracts are administered in line with project goals and regulatory requirements. Your collaboration with project managers, engineers, and procurement teams will be essential to keeping programs on track, achieving milestones on time and within budget.

Responsibility
- Lead and manage the quantity surveying function for assigned projects, including measurement, valuation, and submissions of interim payments.
- Prepare and monitor project budgets, cost plans, cash flows, and cost reports; track expenditures and variations to safeguard profitability.
- Administer contracts with main contractors and subcontractors, including variation orders, change control, and timely issue resolution.
- Provide value engineering recommendations and cost-saving initiatives while maintaining quality, safety, and program requirements.
- Prepare tender documents, evaluate bids, and support award recommendations to align with project objectives.
- Manage interim and final accounts, conduct cost reports, and prepare comprehensive financial reconciliation for clients and management.
- Liaise with clients, consultants, suppliers, and internal teams to ensure compliance with contract terms and timely progress payments.
- Ensure adherence to local regulations, building standards, and internal processes throughout the project lifecycle.
Qualification
- Bachelor's degree in Quantity Surveying, Civil Engineering, or a related field. MRICS/MCIOB or equivalent is a plus.
- Minimum 5-8 years of quantity surveying experience in the construction sector, preferably in a contractor environment.
- Solid understanding of common contract forms and procurement practices used in Singapore and regional projects.
- Proficiency with cost-control tools, measurement software, and advanced MS Excel skills.
- Strong numeracy, analytical thinking, and attention to detail; excellent communication and negotiation abilities.
- Ability to work independently and collaboratively in a fast-paced, client-focused environment; comfortable 5.5-day work week.
- Experience coordinating with clients, consultants, and subcontractors, with a track record of delivering projects on time and within budget.
- Knowledge of local building regulations, safety standards, and quality assurance processes.
