Soilbuild Construction Group is seeking a results-driven Tender Manager to lead the end-to-end process of tendering for our construction projects in Singapore. This role blends strategic bid development, rigorous financial assessment, risk management, and strict compliance to align proposals with our risk appetite and business goals. You will be part of a dynamic commercial team delivering quality bids that win work while protecting project margins.
As a key member of the commercial team, you will collaborate with engineering, project controls, procurement, and operations to craft compelling, technically sound bids that align with client needs and Soilbuild's standards. Your insights will shape pricing strategy, risk allocation, and value engineering opportunities that differentiate our proposals in a competitive market.
In this role, you will proactively analyze project scope, client requirements, and procurement strategy, prepare competitive pricing and commercial terms, and coordinate with internal and external stakeholders to ensure accurate, timely, and fully compliant bid packages. You will monitor tender performance, manage the tender budget, review contracts and subcontracts, and oversee risk identification and mitigation strategies. You will also lead post-tender clarifications and contribute to awarded project setup.

Responsibility
- Lead the end-to-end tender lifecycle from pre-tender planning to bid submission and post-award handover.
- Develop winning tender strategies aligned with Soilbuild's commercial goals and risk appetite.
- Prepare and price bids, including cost estimation, financial models, and commercial terms.
- Coordinate with design, engineering, procurement, and site teams to ensure accurate and compliant bid content.
- Ensure tender documentation meets client requirements and internal standards, with rigorous governance and approvals.
- Conduct risk assessments, value engineering, and contingency planning to protect margins.
- Manage tender budgets, track deadlines, and liaise with stakeholders to secure timely submissions.
- Review subcontracts and contracts, negotiate where appropriate, and address clarifications during the tender process.
Qualification
- Bachelor's degree in Construction Management, Quantity Surveying, Engineering, or a related field.
- Minimum 5 years of tendering or procurement experience in construction or civil engineering.
- Strong analytical and financial modeling skills with the ability to interpret client requirements and risk implications.
- Solid knowledge of contract forms (e.g., NEC, FIDIC) and subcontracting processes.
- Excellent communication, negotiation, and stakeholder management abilities.
- Proficiency in tendering software, cost estimation tools, and Microsoft Office Suite.
- Ability to work under pressure, manage multiple bids, and meet tight deadlines.
